Delegations & quotas
The quota argument ends in the rule, not in the list
"How many team officials are we entitled to?" should not be negotiated separately with every federation. The rule is defined once, the system calculates from the number of athletes and applies it during the list process.
Quota rules
A fixed number, a ratio, a percentage or a tier
- Four calculation typesA fixed number; a ratio per athlete; a percentage; or a tiered ratio — 3 for the first 10 athletes, 1 for every 5 after that.
- Minimum, maximum, roundingEach rule has a minimum, an optional maximum and a rounding mode (down, up or nearest).
- What happens on a breachWhen a rule is exceeded the system either warns, requires an extra approval, or blocks the record outright — you choose which.
- Participant typesAthletes, team officials and medical staff are bound to quota groups; a rule knows which type feeds which group.

List process
Three steps by default; the list stages are optional
The default flow is plain: people are added to the system, approved, and their cards are printed. Long list and short list stages are switched on only when the event actually needs them — where large delegations stay unsettled for weeks. When they are not needed the stages never open, and nobody sees an extra step.
- Long list, short list — when neededEnabled per event. Once enabled the same delegation narrows stage by stage, and each stage is visible in the record's own status. With the stages off, the flow goes straight to approval.
- Final confirmation is stampedWho gave the final confirmation, and when, is written to the record.
- Reserve athletesRecords flagged as reserves are separated in the list; how they count towards a quota is set by the rule.
- Delegation breakdownDelegations are defined per country or club, and several parties from the same country can be tracked separately.
